It was actually only a rumor as given how close they purportedly were, there's no reason to assume they didn't. However, Nobunaga didn't like Ranmaru for his looks, he liked Ranmaru because the boy knew how to react to him perfectly. The two of them never referred to each other as lovers so it is quite possible they weren't in a shudo.
