Not really. IF she could she would've used the body double switch technique which doesn't need the arm posture. But the real reason why she couldn't use her powers in this scene is because the vines (for some reason) has an effect similar to the Sea Prism Stone.

It was a one piece story that featured a vice-admiral that had found a place that is effectively one big anti-devil fruit island. Ground is constantly soaked with seawater, plants are soaked with the water to and tend to attack devil fruit users(suppressing their powers), and at night a strong fog from the sea also stop powers.
