faired colored hair seems to be the most common hair color in Ivalice (FFT continent) while dark colored hair(LIKE Rafa'S) are foreign to them so it's uncommon sight i guess.

Nobles (being most of the characters and the soldier Ramza can hire) are blond. Commoners have dark hair.
