Well, if it's not captured, I don't think it violates the rules. A romtom in your dex is a nice change of pace though.

Something I just noticed, All forms of Rotom are red when they're shiny. I realize this new Rotom may be red due to pokedex color, but if this thing could somehow be obtainable and battle; would it's shiny form be orange?

The funny thing is that Rotom's Pokedex entry probably won't be registered. You'll have to catch a Rotom to register it in a Pokedex that a Rotom already inhabits!
