I want to say that the artist might be "Daikinbakuju" from deviantart as it reminds me of his stuff, but I'm by no means sure.

I will say though, if it's not Daikinbakuju/Goldsickle, then whoever it is was definitely copying one of his better pictures, as that restraint system looks identical to his.

@amplify The picture here was concept/reference art for the request sent to Daikinbakuju aka your link. It seems like this was WIP/proof of concept stuff stuff Daikin drew for the requester.
