This is based on the part where she was told that by law, she'd have to have her hair cut to keep her in check if she couldn't solve the problem she was being blamed for. I forget what the problem was but the ammo barron was involved in the situation because he had just become the leader of the town. Considering the first thing he did when he first saw her was tell her to dance, this is probably what would've happened.
