In the future this feature will be available to puppy-loving girls willing to be surrogates, it will teach about the responsibilities of being a mother and pregnancy without the legal commitment human parenting entails. Think of it as pregnancy with "training wheels" for younger girls.

It's genetically impossible on multiple levels because of difference in chromosomes. The only way it could even almost work would be if you transplanted dog ovaries or eggs into a human host and could then carry the pups to term but that requires a whole lot of immune-suppression to keep the host from rejecting the foreign fetus and then there's a huge risk that the mother will die of infection. Not impossible, but very difficult. That same technique is how they try to save near-extinct species.
