Ugh, just made me imagine, what if the storyline had gone in a different order, and Cell was made AFTER the Buu Saga?

Well, technically he should take place after since the Cell we know came from a time where Trunks was already a teen but when Buu came down, Trunks is still currently a kid Super Saiyan.

that's addressed in Super - in Super, the Buu Saga actually happened later in Trunks' timeline. So Cell was made and hatched after the androids were destroyed, and then alter Majin Buu happened and FURTHER ravaged the earth.
