I know Dhampir's are the closest to being human but the fact she dressed like this not knowing she was a monster shows two things. 1. She still was super sexual without really noticing and subconsciously chose to dress like this and 2. The Order was surprisingly tolerate with her dressing like this before she or anyone else learned she was a monster, especially considering they are pretty sex negative and repressed. I guess they turned a blind eye because she was one of their best heroes.

And again this is here before she learns she's a monster, she become more hyper sexual and sex positive after she learns, as she dresses down in even more hyper sexulaized clothes.
