The whole point of this picture is because Square Enix did the localization for MW2 in Japan. Most Japanese players feel it wasn't up to par and were actually angered that the original English Voice acting wasn't included.

Odd though its usually US gamers being pissed that Japanese voice overs were not included that pitch fits.
