It's a reference to an eerie video found on the dark/deep web. A man is uncontrollably sobbing while eating food when two people come into the room in mascot costumes, slowly walking up to him and staring at him.
Could be just an elaborate and eccentric video to get a reaction out of people, but odds are it's a video of a man that was abducted and was tortured.
