Both Cloud and Squall suck. She needs someone who won't be an emo crybaby half the time.

I think Onion Knight is the best choice. He actually showed that he cares a lot for her in Dissidia, and gives everything he has to protect her, which is more than anyone can say for Cloud and Squall, who just angsted the whole game.
