Fun fact: prior to WWI, this is indeed how many Japanese women used to dress since Western-style panties were expensive and hard to come by. Indeed, they were mainly worn by prostitutes who had the disposable income to buy them, which is precisely why Japanese men became so enamoured with the garment and how come they remain such a fetish to them even now.
