Wasn't expecting to see these two in the same image... must be an alternate SRW timeline where Louise joined the Black Knights (and her bodysuit just so happens to match the Regnant's colors) after the latter made an alliance with Ribbons or something.

Either that, or she dumped Saji for "King" Lelouch. :3
