I decided to decensor this image. I removed jpg artifacts via waifu2x and then did the actual decensor in Ps. I tried looking for rules regarding AI upscaling (I did not upscale this) and noise removal in the ToS and upload rules that are displayed when attempting to upload something, but found nothing regarding it. I normally do not run stuff through waifu2x, the like two times a year I decide to decensor something, but this source image had way too many artifacts IMO. Which funnily enough, the upload dialog says isn't okay to upload, images with visibly artifacting.

If this isn't okay due to me using waifu2x for the noise removal, feel free to remove this post.
