Explicit? WHAT?! It's not explicit, any more than nude paintings at an art museum are "explicit" or "x rated". Sheesh! Even LITTLE KIDS are allowed to enter art museums and aren't turned away by museum guards. Nor are there any "not suitable for minors" signs posted at art museums, nor anything to even indicate the would be found "questionable". Heck, I've seen some paintings at art museums that I've found to be at least slightly MORE offensive than this picture here, but again NO WARNINGS posted of any kind.
I've changed the rating to safe on account of these facts.
