This picture pretty much sums up Goku and sayins in general. They're pretty much uninterested in sex outside of reproduction and just see their mates and kids as their friends at best. Goku would be unfazed about their torn clothes, and honestly the female Sayins would be unfazed about their state of undress as well. They're a warrior race, to them fighting is life.

Well then no wonder they're practically extinct, they need a Saiyan version of Shinzo Abe or their socio-economic circumstances will suffer even more.

I think there is a Dragon Ball game set in the far future where pretty much all or almost all humans are part Sayin, so they make a comeback in a way in that continuity. Course I don't think that game is canon.
