It was written and directed by Taguchi Tomohisa, who was inspired by the 1992 crime movie Reservoir Dogs to create a story with a cast of outlaws who are known only by their code names. The anime is a collaboration between him and several creators behind the Danganronpa franchise, including Kodaka Kazutaka who helped develop the series' concept, and character designer Komatsuzaki_Rui. The film Reservoir Dogs itself is name-dropped as one of the series' episode titles, which are all named after movies. It was co-written by Kaihou Norimitsu, and has a soundtrack composed by Shigekazu Aida and Iuchi Maiko. The series is set in a dystopian futuristic Japan where Kansai has become a vassal state to the Kantou region. The series follows an unnamed ordinary teen girl who gets caught up in a life or death battle when she decides to be a good samaritan and return a 500 yen coin to a criminal known only as Courier. This decision sparks a series of misunderstandings that lead her to be mistaken as a criminal code-named Swindler, even though she has never committed a crime in her life. Swindler is dragged into a conflict involving a multitude of bounty-hunters, called Akudama, who are vying to rescue a dangerous criminal code-named Cutthroat from execution, but the Akudama soon learn that saving Cutthroat is only the start of a different series of high-risk, high-reward jobs. None of the others know that Swindler is only a normal teen girl, but she is no position to reveal the truth and must now use her wits to survive amongst the dangerous criminals she is forced to interact with.
